Because they need suckers to keep the airline running long enough until they can move all the flying to other carriers and shut the place down in an orderly fashion without disrupting the customers. As an FO, you are not going to be added for growth, you are going to be added to replace the FO's who are already bailing for greener pastures. All the writing is on the wall, some are just refusing to see it. What ends up happening is the newly hired FO after about a year figures out "hey those guys weren't kidding, this place has got real problems".
