Yes, it does. Global Aviation holdings spent over two million a year (at one point in time over 4 million) in extra expenses to maintain separate operations, even when they claimed they were losing money.
At certain times, it's not about how much money is spent, it's about controlling labor. And for that, no cost is too high.
