I understand that it's a management decision to shift the flying, but my point was that the regional recession doesn't help IAH's ability to support a certain level of flying because O&D traffic/yields are going to be negatively impacted out of IAH.

Bottom line, yes, it's strictly a management decision. The union has no role in deciding how many of each aircraft will be flown from any hub.
