Good MEC leadership does take all seniority ranges into consideration. I think Delta's MEC, unlike Comair's, has good leadership. I wonder if junior guys at Comair see it as a stepping stone to a career with SWA or JB, and decide not to get involved.
As always, young and senior trumps old and junior.
