If I recall correctly, this person had a bid in for upgrade before trans states minimums were dropped... So they have 3500+ hours. Plus the 1000 121 required by law.
This may still seem low time to some people, but that's a hell of a lot more time than people were upgrading with at some places ~8 years ago... There were 1500 hour captains out there in the past!
