I don't know if this is a PSA thing only, but if you go on the employee site, under pilot times entry page, it says the following for 135 time.

FAR Part 135.243(a)(1) PIC time
To apply 135 PIC time toward upgrade, you must have been serving as the PIC, in a passenger carrying operation, in a turbojet airplane with 10 or more passenger seats (Must be passenger seats. Do not count crewmember seats). Any other 135 PIC time does not count toward upgrade requirements.
