Why would you guys need to hire street captains with the amount of FO's you have hired who are jumping ship from other places? It sounds like guys with the time are being upgraded right out of FO IOE. That means it is happening in seniority order which should be just fine with everyone.
A lot of guys with the time are bypassing. Upgrade training here is no joke, a lot are making sure theyre ready first.
