Yes, they would get upgrade before street captains. It's all about date of hire and seniority order. Once they run out of of people to upgrade then they'll turn to street captains
Nobody wants street captains. Everyone keeps assuming CPZ will hire street captains because it's only "logical", yet no one in the company has said there are plans for that. I don't think Delta would be too happy about it either.
