I am curious. Where and who told you that. The only place I ever saw it was here. It was never in any Union material and was not mentioned at the road show I attended or in talking directly with one of the negotiators.
If someone did mention it maybe it was because the thought the 4 and 3 in the last two years would turn out better with PS. What's it actually ending up is something like 20.8% in year 2 and 23% minimum in the last year.
