Well, that's what it says, HOWEVER I personally know a guy who got hired by the HR Manager in question, and he had a fairly recent public urination (which he was worried about), so I would guess that a noise violation would be OK.

I would suspect they are more concerned with real criminal stuff, like shoplifting.
