As a veteran I belong to an organization that, similar to ALPA, represents unique interests on capital hill, monitors trends and legislation affecting these interests, and, yes, even has a somewhat pointless magazine. However, when they prioritize an issue to fight for, they provide post cards and links for emails to representatives in what they call a "storm the hill" effort. And it is very effective. Our congressional representatives are all too familiar with bureaucratic input and it becomes part of the lobbying background noise. But when they hear from individuals, en masse, they tend to listen to the lobby because when individual constituents are making the effort to communicate, they see the votes and the needle can be moved. ALPA isn't all we want it to be, but they have made it easy to contact our reps directly--and that can make a difference.
