Buying the right flight school would probably be the easier route.
Assuming that you are going the part 141 route, the schools 141 certificate would already be in place saving you time and money. A school with current students would allow you a soft start while reorganizing the company to your liking. Advertising should be easier if people already know of you.
That said, it's a tough business which many people have lost money on before you.
