There was a post-9/11 no hiring gap that lasted until mid-2004 where it resumed for a few months, then halted again for nearly a year. That is about half a decade. There has also been stagnation due to contraction from parking aircraft (SF3, a bunch of E135, and ATR) and closing bases, all prior to the bankruptcy raping.
"The lost decade" isn't just a period of no hiring at envoy. It is a general stagnation of the entire airline industry at the level above envoy.
