The problem being there is a limited amount of time to SAP so naturally you want your approvals or denials as quick as possible as to make another choice. PSA has gone from 400 pilots to 1200 in a very short amount of time and what is not clear is if that is the reason why sap is having difficulties with performance.
The SAP takes too long to process trades because guys are teaching other guys to submit 20+ trades all at once. This technique is stupid and ruins it for everyone. If each individual submitted no more than 2-3 trades at one particular time and patiently waited for an approval or denial, SAP trades would process quickly for everyone.
