A base closure is different from a displacement. PERIOD end of story.
When they closed the 747 in ORD there were no more 747's in ORD. Pilots were no longer able to bid the 747 in ORD.
They are getting ready to close the 76T base in Denver too. There will not be anymore 757's or 767's based out of DEN. No pilot will be able to hold or bid a 757 in DEN. That will not be a displacement, it will be a base closure.
They are not closing the 737 base in IAH. There will still be 737's based in IAH. There will still be pilots who can bid the 737 in IAH. See the difference?

A base closure is covered and listed in the contract. 8-H-3. Under 8-H-3-a(1) it states the displacement process shall be used. So MOU 11 and 14 are special carve outs given to those pilots.
