Just spit balling, but it might be because he is a dedicate and competent Delta pilot that was asked if he would do the work and is willing to do the work. He must be highly regarded by the MEC, he got elected Merger Committee Chairman. The Boston Meeting Minutes indicate a unanimous vote.

He was also confirmed by the MEC as Strategic Planning Chairman.
Harwood is the last person that should be near the negotiating table. He's great with numbers, but his pride and emotional attachment to his product could be disastrous.
