Because the union is in ongoing negotiations; our survey is used as a guiding document as time goes on. It's not a star chamber issue. Although it may seem like that I think there is a good reason for keeping them closely held.
Didn't mean to selectively read it. I still disagree. Ongoing negotiations is no excuse because non-Section 6 negotiations are almost always based on contemporaneous events that require mid-course corrections. These events are rarely covered in a Section 6 survey because of the inability to predict future events.
Again, it's an excuse for continuing a top-down management style done in secrecy. It also conveniently allows our union leadership protection against being measured for effectiveness.
