I went to talk with them when I was just short of the mins. They were offering interview dates but could not offer me one because of my time. I have since passed the mins and applied multiple times online but no luck. Looks like I'll need to go to another job fair to get their attention again.

In one respect it certainly couldn't hurt to attend one without the mins, but I'm thinking if you did this, you'd end up having to go twice. The people who do the fairs change from time to time as well, and you run the risk of being forgotten. I'm with the last poster. I think you'd be better served to bring your 'A' game once, when you have everything you need to get an invite that day. But this is just my opinion; I would hate to steer you wrong; seek out some more advice on this!
