They aren't all going to LUAL pilots. Except for the 787 which are going to only LCAL pilots, the upgrades are going to all pilots based on seniority. Many LCAL FOs are senior enough to bid those seats, but they aren't.
If you want to see more LCAL pilots upgrading then call them and ask them why they aren't volunteering to upgrade and be a reserve Guppy Captain in EWR.
