My .02 on Open Time. There's a group of 109 captains who want to limit out of base open time pickups with a time delay gate or prohibition altogether, fine, let's set up a gate that prevents them from picking up OoB OT for that specified amount of time (or limit them to no OoB pickups)...
For everyone else who prefers an immediate first come first served concept, let's keep it that way...everyone gets exactly what they want...
