Make his name known then. Let's call him out and have someone (sabre, Spirit, ALPA, or whoever) look into it. If it's someone who is shirking the system, let's all know about it and get him to stop.
If you do decide to publicly accuse your fellow pilot, at least have the decency to provide everybody with your name too.
