You make a good point (#3):
Reasons to keep the survey results secret -
1) Easier to claim success of achieving the goals
2) Easier to deny certain concessions were supposedly not ranked as important to keep by the participants
3) Job protection: Hard to prove the MEC didn't act in the best interests of what the pilots wanted if you can't produce survey results.
