How many years does it take to "pay one's dues"? Who decides if you have? How does one determine if they have or haven't? What methodology do "they" use in order to come to that conclusion?
To "pay" ones dues, one must be in the top twenty percent of ones seniority list. If not, then said "dues payer" has not paid said "dues". It is a BS hazing ritual that continues to be perpetuated.
