New-hires don't flow sooner unless there is someone to replace them and the size of Envoy won't change that. I hear you lost 40 pilots to others last month, mostly F/O's.
When Envoy starts and MAINTAINS 50/montth in the new-hire dept., then I'll think a newbie has a chance. Until then, I think they're better off at expanding airlines with shorter flows to AA like Piedmont.
Envoy would probably get more pilots if the 1500 hour rule changed. There's talk about that being changed in the midst of the FAA Reauthorization Bill this year. There's also strong opposition to that being changed. However, with Envoy's flow through agreement and maybe also a commitment to keep more than 2 bases open, they could attract more pilots. They already have partnerships with many flight academies and universities across the country.
