Basically the union has to put a lot of lipstick on the LOA before it goes to a vote. The rumors I have heard is that there isn't much to vote on. If you don't expect much, you won't be disappointed.
That's because it's well known PSA will say yes to anything!
I'd hate to see how they vote in a real negotiation when and if they make it to the majors.
