They selectively fire, fine and jail people that they believe are instigators (with a corporate friendly judge) and at some point (since it becomes expensive to hire a lawyer to defend yourself) people panic and start returning to work...in droves usually.
If the labor group isn't unionized, there is no legal standing to jail anyone for organizing a strike. They can fire, sure. But when you are at a place like RAH, you can arguably go anywhere and get treated better with better pay.
