The hold back would be based on anticipated block hours needed for OE so time of assignment would not change the numbers. They can hold back 75% of their anticipated need.
Yet another nugget "anticipated block hours needed." If there's a continuous over estimation of anticipated block hour needs, there's no mechanism to call them on it. They get to define it.
