My good friend interviewed at US Air after my JetBlue interview. He was trained and out on the line before my phase II was completed.
I don't think they're doing it on purpose but do agree that may be a byproduct. I think they just try to stay a little ahead of what the training center/mgmt tells them without getting too far ahead. Training pipeline changes with the seasons too. They also try to avoid the 'hire til you fire' incidents where mgmt says we need 300 and then says, whoops we only meant 100 and all of a sudden you're fat. So I don't know if there really is a perfect way to do it, seems every way is a compromise. But at least they are comunicating better.
