Not sure about CS but NJ has been discussed on here before. If I remember correctly, at NJ you only go back to year one when you upgrade into the class IV (DA-2000EX)/V (BBJ) aircraft. When you upgrade on any of the class I/II/III aircraft you use the payrate based on your years of service.
