When I see lightning on the field, or coming close, I don't allow boarding or fueling and ask that operations be suspended. It is what 40 years of flying experience makes obvious.
I agree with everything you said in this post. But in the article you referenced, it mentions bad weather in CLT, but no metion of a lightning storm at the field where they landed. I'm sure in your 40 years of flying you have seen lightning suddenly start during ramp operations. For me, I can't place blame on the flight crew without knowing all the facts.
