When you operate 70 airplanes in and out of one airport, you're going to have a lot of pilots frequenting the same crew room. It's also no secret, Air Wisconsin is flying more block hours per airframe than PSA right now. PSA is expanding rapidly, Air Wisconsin is stagnant and can handle the extra hours per airframe.
