ICAO ATP mins (for companies that do international flying, including Mexico): The hard part here is you need 1200 hours of PIC time, which you are not going to have if joined an airline at 500 hours. Mesa implemented this unexpectedly this in 2003-2004 and a lot of MAPD FO's were buying blocks of CE-150 time Probably cheaper to CFI for 1200 hours.
The ICAO mins are one half your SIC plus your PIC (was told the regs are 150 PIC min, but almost everyone should have that unless they went from a 141 school directly to an airline) must equal 1500. The only difference is that you get a little restriction on the license that it doesn't meet ICAO ATP. This does NOT preclude you from flying international. You can still fly to Canada, Mexico, or anywhere else. This came directly from the POI. If he has it wrong, that may be the case, but that was the way he was running it.
