You are missing what he is saying.
There are more options than allowed by scope. Only so many of the options can be executed.
Whomever has the pilots will be the ones to execute their options. Currently RAH is not in any position to execute the 50 more AA RJ options, and aren't even flying all 47 of the ones they have. No staffing.
