1. He was going to (mostly) fly those airplanes with the "free" pilots he was going to get with productivity gains from the sick leave, TLV, and LCA concessions. Now he has to hire them, and he can't hire that many that fast.

2. Even if he did get the planes, he knows for the most part, nobody (other than new hires without a choice) will fly them at their current pay rate. He would have to enact the TA proposed rate which in turn would display weakness. RA isn't weak, he won't do it.

Basically if he gets those 190s, he either won't be able to fly them, or he has to go Ina hiring binge and look weak. His best move is to cancel the order.
