Unfortunately, LAX is currently shrinking as the Eagle flying gets shifted to PHX. It might be a little while before you'd be able to hold LA. With that said if LAX is your top priority I'd look at Compass over SkyWest since LA is their most junior base.
I wouldn't count on lax shrinking. The Eagle flying will most likely get replaced with something. Out of LAX you will fly for both Delta and United and you won't have any say over which one.
