the outsourcing of pilots will happen as soon as foreing ownershp is allowed by the republican administration and other countries have a surplus of pilots. last time I checked most expats at foreing carrieres are from europe and the usa.
the pilot shortage will not bring outsourcing, and user fees will not bring a pilot shortage.
