A little under 300 of the voting 850 will have been here 2.5 years or less, some of whom are prior 121 guys who know the deal and don't plan on being here much longer and will vote accordingly. So roughly 1/3 of the voters will be relatively new guys. A 2/3rds majority of the voters have been at Mesa since 2008 and before.

I'm sure management and the bean counters figured out who the voting constituents are and agreed to a TA accordingly.
