The FAA was mandated by congress to have Civilian UAV flight rules published by 11/2014. The Feds failed miserably on producing regs by that date and now "guess" it might be the end of 2017 before they have something published.
They have no one but themselves to blame.
Whether or not the FAA has failed miserably has nothing to do with the matter of fact situation that drones operating in the TFR are a impediment to the safety of air crew who are already in a very precarious position.
