FedEx uses FO for sim instructors as well. They aren't allowed to do check rides, but they sim instruct and do recurrent rides as well
The average FedEx newhire FO was a former military IP or civilian check airman in their past job. Hardly the same as hiring a CFI then putting him/her in the training department after minimal time at the company.
