Yes, 1111 is senior.

Anything which might involve human intervention (ie who the HR person decided to call first with the job offer) raises the specter of unfair treatment. They don't use DOB because that might be youth discrimination.

SSN last four is 100% random and cannot be manipulated by anyone.
