Let me switch the question around - What bullets did we use? The fact that it was an early deal under the guise of proactive engagement (appeasement?) by definition requires all arrows, so to speak, to remain in the quiver. So returning to your original metaphor we did not yuse any bullets at all.
It would have been premature to start the traditional section 6 process which may include but is not limited to:
Informational picketing.
Spooling up the Strike Preparedness committee.
Strike assessments.
Inflating the Rat.
Etc, Etc.
