I had ~3600 hours when I first applied, 2000 of which were heavy international, 500 of which were PIC. Didn't hear a peep until I broke 4000 hours. My next job fair I had ~4100 hours, got a call within two weeks.
A friend of mine was at my first job fair; 6000 hours, all RJ, all SIC. He's six months ahead of me on the seniority list.
Sorry man, unless you're an EmbryO, that 4000 hour is pretty much set.
Keep applying; you never know if they're gonna change it, or why, but I wouldn't be sitting by the phone waiting for it to ring. I'd be out on the line getting those hours.
