Regardless, what you said is still pretty accurate, the most junior Captains would be the DEC's that started this week.
No what they did was hire these DEC's without an actual award when they started then came out with this huge vacancy anticipating current FO's wouldn't take all the vacancies and then awarding these DEC's half of the spots.
