Default R-ATP in Relation to Grad Date Question

I have a question about the R-ATP as it relates to graduation date.

There seems to be some ambiguity as to the eligibility of those who graduated from an institution with R-ATP authorization before 2009 being eligible for an R-ATP. So for instance, if someone graduated back in 2005 (with the required 60 credit hours) from an institution with a current LOA, are they eligible for a R-ATP at 1000 hours, or are the required to have 1500 hours? Or is this something that may vary depending on the institution?

I searched the "Eligibility" sections within the FAR/ACs/etc but didn't see anything specific. On the other hand at least one major flight school made it sound like they had to get authorization to grant R-ATP eligibility to graduates from 2009 and before.
