I think east already has one strike by withdrawing.
Imagine if east doesn't propose nic, requiring that issue to go back to silver for a ruling (USAPA -> east committee to avoid Silver ruling).
All to avoid a PREVIOUS arbitration result... (ALPA -> USAPA switch).
It's endless procedural antics.
So I do wonder if folks will lose patience at some point.
You can sort of see how east got burnt the last time around.
