I also remember when they claimed they couldn't process an excess and vacancy bid at the same time, the computer couldn't handle it.....Thus going through the painful process of excess only to then put out a vacancy......but now suddenly they can do a "Stand-in bid...."

but we spent a lot of negotiating capital on using reserves for sims.......I was amazed where a lot of capital went. My eyes glazed over on the training section
