I hear ya, "Cotter Pins" negligently not being installed by contract maintenance on the MD80 tail assembly that failed on takeoff roll; August 17, 2015, Flight 436 LAS to PIA, that required an extreme high speed RTO, had that been one of our shorter runways and/or the captain actually allowed a lift off.. That is the negligence of our CEO, COO, on down the line.
You're on here all the time as the subject matter expert. As such, you should know that Allegiant provides it's own inspector on all C-checks, so it would have been a company mechanic that failed to accurately inspect the pin.
