just spoke to my chief pilot and director of the school i work for and from what they were told you just need the 30 or 60 hours of instruction in the certain categories. when i get an official transcript for an interview it will not have the statement on the transcript but they will include a written signed statement saying i meet the requirements of the RATP regs since i graduated before the date this was all enacted but do meet the requirements of it since we were an existing institution that didnt change or institute new curriculum.

so talk to the management and the people who got the LOA. they might be able to shed some light on the situation. but i know in my situation which sounds very similar i am eligible for the R-ATP minimums.

from what i hear there is only one or two people authorizing the approved institutions and he/she is very understanding and helpful to the situation. could be worth and email or phone call.
