I had vacation in both SEP, and in OCT. Somehow, PBS, in the SEP monthly bid, awarded me two 6-day trips, during a month when I had 19.5 hrs of vacation. My two trips awarded added up to 73.8 hrs of credit, on top of my 19.5 hrs of vacation. I wanted to have my vacation awarded as pay AND credit, but it did not work out that way. PBS is hard programmed for vacation to be counted as pay and credit for bidding purposes. There is no option for anything else. The first step every month you bid is to check your PBS calendar and verify the values are correct. What did the PBS guys say when you complained? Your time card has nothing to do with PBS.
