That is correct. At the Atlanta meeting several pilots put ballots in for pilots who had left the meeting. They knew they shouldn't have but did it anyway. My fellow pilots amaze me at times. They did get called on it and the requirements were reiterated for the next 3 votes with more observation.
And yet if the rules were being broken in the other direction, guys here would be marching forward with torches and pitchforks.
